Explanation
という風に is used to describe the manner or way in which something is said, done, or thought. It marks that what follows (the action or reaction) is done in a way that resembles or implies the preceding content. It’s often used to report or illustrate an inferred meaning, intention, or manner rather than a literal quotation. It can convey a sense of “in this way” or “as if to say/think.” Typical contexts include describing someone’s gesture, tone, or implied meaning, or summarizing how something was presented or perceived.
彼は『ありがとうございます』という風に頭を下げた。
かれは『ありがとうございます』というふうにあたまをさげた。

He bowed his head as if to say, 'Thank you.'

彼女は、彼の話を信じるべきだ、という風に頷いた。
