Explanation

～は～となっている expresses a current state or a result of a change or decision. It indicates that X has become Y or that a situation has been set/established as Y. This pattern is often used in reporting official statuses, policies, decisions, rules, or expected outcomes that have already been decided and now exist as the reality.

この制度は来年から適用となっている。

このせいどはらいねんからてきようとなっている。
