Explanation
上 is used to express a viewpoint or aspect from which something is considered. It attaches to nouns (or forms a compound noun) to indicate a reference point such as price, experience, law, education, management, or general perspective. It often translates as 'from the standpoint of / in terms of / as regards' in English. When used as compounds like 経験上 or 法律上, it functions adverbially to indicate that the statement is based on that domain.
