にかかわらず

にかかわらず marks that the following statement applies regardless of the preceding condition or factor. It’s a formal, neutral connector often used in writing and speaking to indicate that a situation or judgment is independent of something. It can attach to nouns (most common), and sometimes to phrases that function as nouns. It’s different from にもかかわらず (which adds a sense of ‘in spite of’ or ‘despite’).
